    Hi all,
    Given all the discussion around IDC rates over the last ~8 months, we are considering making changes to the IDC rate of a couple of the programs we manage, and what is considered an allowable direct vs indirect expense. Before doing this, we’re interested in understanding the current IDC rates and practices of other funders.
    If you’re willing to share, we are looking for the following information:
    1. What is your organization’s current IDC rate for the awards it funds?
    2. Did your organization change its IDC rate(s) in response to the current climate?
    3. Has your organization made any recent changes to allowable direct expenses by reclassifying some previously indirect expenses as direct? If yes, what sorts of expenses were reclassified?
    4. Is your organization contemplating making changes to its IDC rate(s) but holding off until there is a final decision at the federal level?

    Hi Kristen.

    BCRF’s IDC rate is 20% and always has been

    We have no plans to make any changes to our policy.

    We are offering supplemental funding to  BCRF investigators who have been directly impacted by NIH funding cuts – on a case-by-case basis.

    We do not allow for IDC in our grant programs but we do allow fringe with salary for our programs. I am interested to hear what others are willing to share.

    We’ve been asked to reconsider but have not begun discussing what the impact and corresponding recommendations would be.

    Hi Kristen,
    HHF limits indirect costs to 10% in our open application program and 5% in our consortium program (where most PIs have funding relationships with HHF stretching back over a decade). We are not currently planning on adjusting the rates or reclassifying what counts as which. It’s something that is on our radar, and we’ll be watching what happens at the federal level, what feedback we get from universities, and what other funders are doing.

    We are deliberately holding firm at zero indirect but do allow salary and fringe.  If we were to allow IDC in the future it would be no more than 15%.  But we are pushing back against this for now.

    We have allowed up to 10% indirects for several years for our non-fellowship grants, 0% for fellowships. We have not yet decided on a change based on the current climate and I cannot guarantee what our board would authorize. I think it likely that we could shift to up to 15% if that became the norm, particularly for the non-seed grants.

    We are not spending time yet on either benchmarking or deciding on a change, if any, until we see how things stabilize. With indirects as only one of many sources of disruption to the federal landscape, we are monitoring but waiting to decide how our very limited resources might be best used to mitigate the damage to the research that is important to our community.

    CurePSP does not pay indirects. We do allow salary/fringe. We are not considering changing our indirect policy at this time.

     

    To your question about reclassifying indirect/direct:

    We’ve never had a formal list of what we count as indirect- however, we tend to be very inclusive about allowing expenses that are related to the proposed project. The institutions themselves likely have more restrictions than we do on what they would allow their PIs to shuffle between direct/indirect given they formally calculate their federal IDC rates based on including certain items as indirects.

     

    One example to share- we had a grantee express concern that their animal behavior facilities were included as part of the institution’s overhead/F&A. If federal indirects got cut, the grantee was worried this facility would be impacted and compromise their proposed study.

    CurePSP would be comfortable providing part of the grant’s budget for the grantee’s usage of the facility for the proposed work, however, the grantee noted that their institution likely would not allow that since it’s considered indirect.

     

    Of course, that could all change if the federal IDC rates see a huge change in amount or structure.

    CureSHANK allows up to 10% of the total costs to be applied to indirect costs. 

    so:
    Direct costs / 0.90 = Total costs

    Historically, Cures Within Reach allowed for up to 20% of submitted budgets to go towards indirects. However, this year we increased to 30% given recent changes in the research funding landscape. No changes in what we consider directs vs indirects.

    Hi all,
    Many thanks to all of you who replied to my inquiry earlier this week about indirect rates. The top line summary is:
    • IDC rates range from 0-20%
    • Only one out of 12 responding organizations had changed their IDC rate in response to recent changes in the federal funding landscape
    • Several orgs are contemplating making changes, but are waiting to see how things play out at the federal level over the next few months
    Here is a table of specific responses. Hope this is useful info for others as we continue to navigate this challenging climate.
